Although Russia openly complains of American NATO bases opening in Eastern Russia, plans are being made for joint exercises later this year between NATO and Russian troops. Throughout the 1990s, Russian and NATO troops worked together in Kosovo. Since then, there have been increasing exchanges of officers between NATO countries and Russia. Popular opinion in Russia, long hostile to NATO (courtesy of over four decades of anti-NATO Soviet propaganda), has been slowly shifting to a more positive attitude.
