Russia says that it has foiled 23 attempts to steal bomb grade nuclear material in the 1990s. But in two incidents, 10 pounds of material did get out. Russians nuclear bomb material is stored in 300 buildings spread over 40 different locations. In Chechnya, three rebel attacks wounded a number of soldiers.
