Two pro-Russian Chechen mayors have resigned to protest how Russian troops are increasingly acting like the rebels they are fighting. In particular, the mayors were incensed over the Russian troops who rampaged  through several villages near the Ingusgetia border on July 4th. Rebel violence in Chechnya left five Russian policemen and one civilian dead.
