Admirals complained that if something was not done, the Russian navy would cease to exist. In the last ten years, a thousand ships (mostly small patrol vessels) had been taken out of service. But the nuclear submarine forces was also reduced by two thirds, while diesel subs were reduced by three quarters.  Currently, only about ten percent of the money needed for maintenance and repairs was available.
