In Timor, some 100,000 East Timorese refugees remain in West Timor camps. About 167,000 refugees have returned, but anti-independence militias still operate in the refugee camps, harassing UN workers and crossing the border to attack East Timorese and UN peacekeepers. The UN keeps insisting that Indonesia keep the peace, but the government appears incapable of doing so.
