 The government cannot afford to keep a lot of troops on the Sudanese border. The army only has 25,000 troops, plus about 4,000 national police. There is a shortage of transportation (trucks) and money. There is little infrastructure on the Sudanese border, thus the government can't even buy many supplies and hire trucks along most of the border.
