Its carrot and stick. Ugandan President Yoweri Museveni promised Karamojong herders development aid if they turn in their weapons, per a disarmament program begun by the government earlier this year. Specifically, Museveni promised new schools, an immunization program for the people, and better veterinary service for their cattle herds. This follows a Ugandan government statement (December 1) that the Karamojong needed to turn in 40,000 weapons (small arms) by the end of this year.
