The SNSC said they will never take part in the upcoming meeting between IGAD (Intergovernmental Authority on Development) and other signatories of the reconciliation talks in Kenya. Barre Hirale, who is a SNCS deputy, is also the head of the Jubba Valley Alliance that has controlled parts of southern Somalia for the past four years. While local groups have been trying to win back control of their regions, the JVA is too strong for them to chase out. - Adam Geibel
