The UN won't directly accuse Rwanda of invading the Congo, but the UN does keep insisting that "foreign troops" have entered Congo, to fight Rwandan Hutu militias, right near the Rwandan border. Rwanda denies everything. Journalists are reluctant to investigate, because people with video cameras tend to draw fire.
