Rwanda is preparing to send troops back into Congo if Congo does not speed up the disarmament or destruction of Rwandan Hutu militias in eastern Congo. These militias, numbering 6-8,000 armed men, live on pillage and looting, and still raid across the border into Rwanda. Congo considers the Hutus a problem, but pleads poverty when it comes to gathering troops and going after the Hutu. Rwanda is apparently just keeping up the pressure on Congo, lest the Hutu militias are just be ignored.
