 The US showed it's unhappiness with the Israeli security fence by deducting coverage for loan guarantees that will cost Israel two million dollars or so a year in extra loan costs. This action is more symbolic than anything else, as the penalty is trivial for an economy the size of Israels. But it does set a precedent for future, and greater, penalties.
