Most Palestinians are apparently unhappy with the two years of violence and lack of progress in the establishment of an independent Palestinian government. Since Arafat and his cronies returned from exile in 1994, corruption has increased and living standards have fallen in Palestinian areas. 

Israel closed two Israeli-Palestinian liaison offices in the West Bank. Israel has apparently decided to permanently restore military rule in the Palestinian territories.
