The commander of the pro-Israeli south Lebanon militia says that Lebanese troops or officials will not be allowed to enter the area when Israel withdraws this Summer unless his troops are granted amnesty. Israel will not take in the militia and their families (about 30,000 people) and has not had much luck in getting any other country to do so. One reason for this is that the Israelis have allowed many of the militia members to run, in effect, a criminal organization (mostly involving smuggling.) The militia could be hard to control wherever they go.
