Several hundred die hard anti-Intendence militia are preventing 100,000 East Timorese refugees from leaving camps in West Timor. Indonesian army troops are unwilling to take on the militia, despite demands from the UN to do so. Increasingly, army units have refused to follow orders from senior commanders, preferring to join in local disputes.
