The defeat of the anti-corruption referendum has caused a further slump in the economy. The decades of fighting have trashed the economy, and the current government has promised to revive it. But the defeat of the referendum creates a major obstacle to any economic revival. The people know what they want, but are unwilling to risk their lives to defy rebel opposition to voting.
