France has found an extra $404 million in emergency funding for its special operations command (COS: Commandement des Forces Speciales). The money will be used to recruit another 800 troops (forming a new special forces battalion) and buy new Cougar-2 tactical helicopters (which have better range and performance than older tactical helicopters).--Stephen V Cole
