The Compliance Review Group, a US panel that determines if new systems or tests will violate the ABM Treaty, has (in a surprise move) declared that the construction of an X-band radar on Shemya Island in Alaska will not, in and of itself, violate the treaty. The construction of that radar is the first step in building the new national missile defense system.--Stephen V Cole
