North Korean technicians were observed moving fuel rods to the five megawatt Yongbyon research reactor. While this plant can produce electricity, the amount is minimal, and mainly for use by the nearby nuclear weapons research facilities. The UN and all of its neighbors are trying to get North Korea to stop its nuclear weapons program and abide by the 1994 treaty.
