Democratic Senators Leahy and Ted Kennedy have opposed the Clinton Administration plan to spend $1.6 billion supporting anti-drug and anti-guerrilla operations in Colombia. The plan has widespread backing from both political parties, but the two senators insist that such efforts in the past have always failed. --Stephen V Cole
