Meibek Moldabekov, director of the Russian Space Agency, demanded that Kazakhstan stop criticizing Russia for its use of the Baikonour space center, or Russia would move its launches to a site in Russia in 2004 or 2005. Kazakhstan has complained that failed Russian launches scattered toxic fuel and rocket parts across the landscape. --Stephen V Cole
