At the time of the 11 September attacks, only 38 Sky Marshals were on the FAA payroll. Even worse, the FAA was trying to tighten restrictions on Federal law enforcement officers carrying weapons on planes even as it was trying to borrow such officers from 30 other Federal agencies.--Stephen V Cole
