As predicted by FYEO, President George W Bush signed orders on 13 November directing that captured terrorists be tried by military commissions, not federal district courts. This has caused a growing debate over erosion of US civil rights, even though the courts are meant for trying foreigners who have committed crimes against Americans. --Stephen V Cole
