In a recent House hearing, former Senator Nunn reported on the Dark Winter exercise which simulated a terrorist attack with smallpox. The results were: 

@ the national stockpile of 12 million doses of vaccine lasted 12 days.

@ mass panic and violence caused more deaths than the disease

@ the medical system was overwhelmed by the extremely contagious outbreak

@ state governors used their national guard troops to close their borders and stop infected people from entering their state. This also condemned non-infected people to stay in a contagion zone.

@ it took too long for existing medical assets to determine that an outbreak had occurred.
