After the bombing attack on the USS Cole, the Navy borrowed port security specialists from the Coast Guard and sent them to the ports of the Persian Gulf. While they left with great fanfare, they are now quietly returning home. Why? The Navy still wants them and the Coast Guard wants to stay in this high profile job. The problem is that it costs $400,000 a year to house and feed the specialists and neither service has the extra money,
