Peacekeepers have determined that the kidnappings along the Liberian border were done by units of the Liberian units. These soldiers were looting, and "borrowed" local civilians to help them carry their loot back into Liberia. Eventually, the civilians found their way back to their villages. Peacekeepers will try and be ready to catch Liberian troops that try these raids again. Meanwhile, it appears that some former RUF rebels are now fighting in Liberia, as allies of the Liberian army.
