The Maoists are trying to set up their own administration in the rural areas where they have driven out the government officials, or terrorized them into cooperating with the rebels. Government is pretty thin on the ground throughout rural Nepal. Mostly police and school teachers. The Maoists kill the police, or chase them away. Same with teachers, except that the the teachers are also given a chance to collaborate. That means the teachers have to deliver Maoist propaganda, along with their regular subjects. However, the Maoists have not got enough money to replace all the teachers they drive away, so in many areas of rural Nepal, there are now no schools, and only vigilante type justice from the local armed Maoist gang.
