The Maoists continue to spread, but are having problems setting up camps that are safe from army attacks. If the rebels can find out about an army attack, they can abandon the camp. But too often, the army arrives without warning, leading to the loss of equipment, documents and some fighters. Attempts to set up safe camps in neighboring countries is complicated by the fact that none of Nepals neighbors will tolerate Maoists on their borders.
