  The government announced it is willing to create a corridor of "safe passage" for refugees trapped by rebel action in Guinea. However, the government either lacks the troops, or the willingness, to make this happen. Everyone is still waiting for the ECOWAS peacekeepers to arrive in the border area. But this has been delayed again and again. No one is in a big rush to place troops in the middle of this mess. ECOWAS is asking for a two month delay in deploying their troops. There are leadership and logistical problems. Liberian troops are skirmishing with sundry armed groups in the border area, but no one really controls the place.
