North Korea continues to refuse to resume negotiations to obtain desperately needed foreign aid, and its nuclear and ballistic missile programs. No one is quite sure why, other than as a bargaining ploy to get a larger bribe to halt their weapons programs. North Korea has been negotiating like this for over half a century.
