  North Korea changed it's tune and is now interested in making a deal to stop nuclear weapons development in return for a written promise from the US not to attack. Getting inspection guarantees will be difficult, based on past North Korean performance, but the basic problem is that the situation in the north is getting more chaotic and desperate.
