Until North Korea they actually test a nuclear bomb, all the North Korean claims are just talk and bombast. Even if a test were conducted underground, it could be detected and verified by the many seismic detectors in the earthquake prone region. And then it would take a few years, and more tests, to design and build a deliverable nuclear weapon.
