South Korea, China, Russia and Japan are all trying to talk North Korea into shutting down it's illegal nuclear weapons program. Meanwhile, aid donors are fleeing in droves in the face of North Korean abuse and misuse (for the army and Communist Party loyalists) of previous food aid. Millions of North Koreans will be at risk of starvation this Winter as a result.
