South Korea wants to reduce the share of the defense budget that goes for personnel from 42% to 38%. One way to do this will be to reduce the number of senior officers, for example by limiting division commanders to the rank of brigadier (one-star) general rather than major general (two-star rank). Many jobs, particularly in support units, will be downgraded in the rank normally assigned to them.--Stephen V Cole
