Ten years after the Gulf War, Kuwait has rebuilt it's armed forces to 40,000 active and reserve troops (out of a population of 800,000.) Some $4 billion a year is spent on the armed forces. On a per-soldier basis, this defense spending is nearly equal to that of the U.S.
