Vigilantes Join Chaos

The UN believes the political and criminal gangs have backed off from challenging UN peacekeepers and the police. For example, the UN patrols no longer have to use armored vehicles for patrolling some areas. But the gangs are still there, gone underground to avoid the superior firepower of the UN troops.
