  The criminal and political gangs have become really enthusiastic about kidnapping. Not only does this bring in a lot of money, but it terrifies your opponents. The pro-Aristide groups particularly like kidnapping, and now members of aid organizations are targets. A Red Cross employee was recently taken, and later found dead anyway.
