FARC has made three terror bombing attacks in the capital so far this year, and have made serious efforts to make many more. The police have seized tons of explosives and bomb making equipment, and dozens of FARC members in the capital in the last few months. Most people in the cities are against the rebels, making it difficult for the rebel organizations to set up bomb making operations and deliver them without someone noticing it and turning them in.
