The US found no support among Latin American countries for "Plan Colombia", a proposed radical increase in US support for Colombia's war against the FARC and ELN rebels (and the drug industry that supports them). Brazil, Ecuador, and Venezuela complain that the US-backed war against the Colombian rebels has caused them problems, notably including refugees and rebel base camps flowing across their borders.--Stephen V Cole
