  Rebels dismiss government claims of progress in retaking towns in the north. Rebels also claim that the government is buying weapons using World Bank loans (for economic development.)  The government also claims that its troops attacked a rebel convoy carrying food and fuel from Libya, and destroyed 16 vehicles.
