General Charles Wilhelm, commander-in-chief of US Southern Command, complains that Congress will not give him even a few million dollars in Foreign Military Financing credits. Wilhelm complains that US policy in the region cannot be effective if he has nothing to offer when he meets with regional military leaders. --Stephen V Cole
