GENERALS IN THE LOOP: Air Force General Joseph W Ralston, Vice Chairman of the Joint Chiefs of Staff, was named by President Clinton and confirmed by NATO as Supreme Allied Commander Europe, effective next May. Air Force General Richard B Myers, head of US Space Command, was confirmed by the Senate to replace Ralston as Vice Chairman of the Joint Chiefs. Air Force General Ralph E Eberhart, head of Air Combat Command, was confirmed by the Senate to take over as head of US Space Command. Air Force General John P Jumper, head of US Air Forces Europe, was confirmed by the Senate to take over as head of Air Combat Command, completing the circle. --Stephen V Cole
