Elementary education throughout India is crippled by corruption largely because teaching jobs are often considered as a source of income by corrupt local politicians (who send their kids to private schools). Teaching jobs are often handed out to people who are technically qualified but who instead work elsewhere. These absent teachers collect their pay and split it with the politician who got them appointed.

 I'm sure that your home country is FAR more effed-up than global media desperately tries to portray America though you fail to be proud enough of your home country to announce it openly.
 
 The US is a beautiful place to live and nothing like you seem to want to imagine it is.

On July 4th, 2014, the National Education Association, the largest teacher's union in the United States passed a resolution of "no confidence" in Duncan's leadership of the Department of Education and asked for his resignation.[10]

On July 13, 2014, The American Federation of Teachers approved a resolution this afternoon calling for Education Secretary Arne Duncan to resign if he does not improve under a plan to be implemented by President Barack Obama. [11]

Most of those citations sound more like recommendations, even if I don't like the man who put him in the position.
 
Of course I could be biased by the 5 award winning retired teachers in the family who all considered the teacher's unions as the largest single obstruction to education.

Read deeper. That idiot and his boss botched No Child Left Behind--> a twisted Bush initiated Obama botched reform package of bureacratic ticket punching and Federal money chasing put forward by the professional educator American mandarins to feather their own nests (administrators and consultants have almost doubled in nine years!) that actually rigidifies and paralyzes an already corrupt education system which wastes money worse than the Pentagon and insulates incompetent teachers and administrators better than the democrats coddle their own incompetent congressmen (Harry Reid loves this mess. More opportunity for graft for him.), rewards failure, and frankly makes India look like the model of reform (British system) compared to the Americans when it comes to what that government has tried to clean up its own mess.
 
P.S. Tobiathan, just because I am an American does not mean that the country cannot do much better. Objectivity plus observation. Why can't the Americans have German type health care and an efficient French or British education system? Why be third world about it here? Seen both situations and all types. The Germans are better health managers because they know you treat at both ends of the patient with prevention and recovery. The French and the British have this idea that you rote train the student until he gets the idea that he is supposed to THINK. They expect failure and plan for it. The German system is a bit too rigid authoritarian for Americans. Their top down culling approach introduces a stratification that might imply privilege. Sort of what the American mandarin class has recently put in place.

   The biggest barrier to a good public school education in the United States is the Federal Government. The next biggest barrier is the liberal WASP's who insist that the majority of high school funding go to college preparation programs, leaving the crumbs for vocational and technical training. The third barrier is Teachers and their one size fits all Unions. The last barrier is basing school and library funding on property taxes  and assuming  that those taxes will always be able to go up.
