I think the United States should promote peace and divide its nuclear arsenal amongst all the third world countries.

You'd want to hope so wouldn't you, I personally fail to understand how giving everyone nukes would promote world peace, unless everyone had a no first use policy and kept the warheads for display and deterrent purposes only. That kind of responsibility is simply too much for many nations. The more thoughtful nations who recognize this fact, would refuse to accept these poisoned apples if they were offered anyway.
