Espinosa said many new immigrants from rural areas lack any type of photo ID.
During a meeting in Mexico City last month, Espinoza proposed forming a group that would observe U.S. consulate operations and advise on possible changes.
"You have many people here with no ID from the U.S. and no ID from Mexico," she said.
Pineda said there are no plans to increase service or change requirements.
During the mobile consulate's visit to Aurora, Julio Manzanares, who works with a nonprofit group that provides photo services at mobile consulate sites, said larger crowds have come to take advantage of new rule that allows U.S.-born children to have dual citizenship with Mexico.
With increased fears of deportations and family separation, more families are taking precautions that will allow their children to travel freely between the U.S. and Mexico, he said.
