Espinosa said many new immigrants from rural areas lack any type of photo ID. During a meeting in Mexico City last month, Espinoza proposed forming a group that would observe U.S. consulate operations and advise on possible changes. "You have many people here with no ID from the U.S. and no ID from Mexico," she said. Pineda said there are no plans to increase service or change requirements. During the mobile consulate's visit to Aurora, Julio Manzanares, who works with a nonprofit group that provides photo services at mobile consulate sites, said larger crowds have come to take advantage of new rule that allows U.S.-born children to have dual citizenship with Mexico. With increased fears of deportations and family separation, more families are taking precautions that will allow their children to travel freely between the U.S. and Mexico, he said. ... Mexico is just part of the problem. You know the problem is way beyond comprehension when students of public school aren't allowed to wear T-shirts with US flag design in People's Republik of Kalifornia.
 
You know, for the sake of not infuriating childrens of illegal aliens from Mexico.

Putting aside the insanity of a government hellbent on exporting its citizenship to another country...Most people write contracts that require me to be in full compliance (of an '86 law, i believe) or pay all penalties, fees, fines, loss, court costs, etc. It's just too easy to lie & beat the system, or pass the buck & prevent the system from beating you. Top-down enforcement...Identification reform...(I throw up a little when I said reform)

Article 16

"In cases of flagrante delicto, any person may arrest the offender and his accomplices, turning them over without delay to the nearest authorities." In other words, a citizen's arrest is allowed.

Article 11

"Every man has a right to enter the Republic, exit it, travel through its territory, and change his residence without the need of a security card, passport, or any similar device. The exercise of this right will be subordinated to the faculties of judicial authority, in the cases of criminal or civil responsibility, and to the limits of the administrative authorities, on the limits imposed by laws on emigration, immigration, and health safety laws in the Republic, or over foreigners residing in our country".

Article 32

"Mexicans shall have priority over foreigners under equality of circumstances for all classes of concessions and for all employment, positions, or commissions of the Government in which the status of citizenship is not indispensable." Foreigners, immigrants, and even naturalized citizens of Mexico may not serve as military officers, Mexican-flagged ship and airline crew, or chiefs of seaports and airports.

Article 33

"The Federal Executive shall have the exclusive power to compel any foreigner whose remaining he may deem inexpedient to abandon the national territory immediately and without the necessity of previous legal action." It also states: "Foreigners may not in any way participate in the political affairs of the country."[4]

Wait, it's built at southern border of Mexico by Mexican government to stop illegal aliens from Guatemala, not southern US border with Mexico.
