Minimal Air Defense

What kind of minimal air defense (in terms of personnel and equipment) would be the smallest air defense worth having? By 'minimal' I mean the smallest that is still worth obtaining and maintaining at all - any smaller and one would be better off not fighting for the skies at all and investing the money elsewhere.

how is about Rafale flying hour costs
and about Pilots payments
do you have some info ?
Rafale flying hour would be about 6000 $ for this country so 1,5 m$ a year per plane with oil for more than 1 pilot per airplane.(I would recommand 165 hours per year which is slightly less than NATO standard - But German fly 140 hours and Israeli also and 1,5 pilot per plane).

to expensive when we want just fighter for AD
compare to gripen 2700 usd
Gripen with 165 hours an 1,5 pilot per plane = 668 500 usd
Rafale vis Gripen
OK maybe Rafale have more combat load , radius ,two engines (but for Air defence, gripen parameters are adequate)
maybe you have another opinion for why have Rafale figher
for ground attacks?
or Rafale have more capable senzors ?
how about JSF costs (flying hour) who knows info ?

Grippen is a good fighter but considering that opponent has Mig 29 (likely SMT), it is better to have a wide margin of superiority especially in BVR since we connect it with a AWAC.Rafale has a bigger potential for carrying avionic (radar , CME and OSF) and has bigger flight performance than a Mig29 while Grippen is slightly better.A Rafale with a AWAC and a datalink is quite sure to get a 20 to 1 kill ratio vs a Mig 29.In fact 7 Rafale and a AWAC are quite sure to wipe out the entire opponent air force maybe without a single loss.

On JSF I assume that cost will be similar of a Rafale as complexity, power engine and weight are roughly the same.

For a small country, a limited amount of funding on a "second-tier" type of mutli-role aircraft would seem to make more sense, with heavier emphasis on a variety of ADA systems; both missile and gun. Then there's going to the the cost of various radars and detection equipment, training for its effective use and maintenence.
Israel was outnumbered on June 5, 1967...by nightfall of June 6, 1967 she wasn't. Surprise has a price. Newer aircraft are costing less in man hours of maintenence per flight hour, but the trade off is the higher cost of the individual aircraft, effective training, spares and stores. The same can be said as more sophisticated AD systems become available on the market.
IMHO, it comes down to a good, realistic appraisal of the genuine potential threats, what you intend to protect with your GBAD, and make your acquisitions from there. You can't count on always having accurate intel on the bad guys intentions, and then launching a pre-emptive strike while his goodies are on the apron with full loads.
