I think that these peace talks are just going through the motions. Taliban movement enjoys some limited support from few countries like Qatar, Pakistan and Iran. Perhaps some of those countries advised (demanded ?) Taliban to go through this "peace process" and Taliban agreed in order not to lose support. FARC in Colombia got tired of insurgency at some point, so will the Taliban.
