Will the British people get a chance to vote on the EU Constitution, whoops "Treaty", as promised by Labour? Gordon Brown insists all British sovreignty concerns are protected in the new document while Merkel and Zapatero state there are no substantative changes from the original EU Constitution. Apparently the new "Treaty" is now available in French and the required official English and German versions will only be available after the mid-October date for the official British vote. I'm sure a minor oversite. It's been reported that the EU will take Britain's seat on the UN Security Council but there hve been no comments on what happens to France's seat. Any information on that point would be appreciated.

I think (and may be wrong) that the treaty can be interpreted as legally requiring the UK (and presumably France) to vote in a way agreed by the EU as a whole. You wouldn't have european civil servants sitting in the actual chair but the decisions would no longer be the uk's.
