Subject: Are Mid Life Upgrades a waste of time and money

Considering our bad record with behind schedule, over budget and below expected capability MLU's are they really worth doing or should we, case by case be looking to replace or supplement the ADF's frontline combat equipment rather than automatically upgrading it? A good example that comes to mind it the M-113, there were proven, affordable upgrades available but the decision was made to gold plate what should have been a straight forward phased upgrade resulting in massive delays and cost increases. Would it not have been better to have run an obsolescence program incorporating some basic improvements while at the same time acquiring a modern AIFV to supplement the APC's in the Mech INF. With the FFG's would it not have made more sense to have bought and upgraded all 4 Kidd class DDG's as replacements for the DDG's and then retiring the four original FFG's without replacement and providing MELBOURNE and NEWCASTLE with minimal upgrades to allow them to serve until the AWD's became available. Something that is often forgotten is heavily utilised platforms get tired and will be less suitable for upgrade. i.e. the ASLAV's have had a very busy life and replacement may make more sense than a MLU, where the Abrams we bought, though older than the ASLAV's, had spent most of their lives in storage making then good value to upgrade.

Arrrgghh....no no no please no more "we should have bought _______ instead of the SH"!
 
Its not that its not an interesting topic, it's just that every time we get onto it the thread seems to enter a downward spiral with the same things said over and over again.
 
If we had bought Eagles instead of Hornets in 82 then we should have replaced the F-111 with Beagles during the early years of this decade, if not earlier, then supplemented the F-15C/D's with new generation Beagles to carry the legacy fleet through to the delivery of the F-35.  This didn't happen though and no Hornet prior to the Block 2 SH came anywhare near what was needed to replace the F-111 so life extension became the only real option other than introducing a new type.
 
Whoops...they I go adding to the discussion I just said were should avoid!

Should have been quick, easy and in service by the late 90's.  When it became obvious that it was none of these during the late 90's, it should have either been canned and a replacement vehicle bought, or a proven contractor should have been brought in to get it back on track.

Not to mention the rampant corruption that was almost systemic in JagRover and BAE on transition.  They should have done the BAE pattern (in the 80's-90's) of regularly purging the middle managers - they inherited a pile of people who were fiddling the books and had been doing so when they were at JagRover and BAE.

Nowdays you could sue for false representartion... but then. add in an incompetent company with a Sparks mentality and boom - recipe for a ferk up

The scarey thing is many of these people are still floating around the system working their magic on new projects. 
 
If only the money wasn't so good in defence and the future so bleak in automotive.........
