The FCC classifies broadband networks as common carriers under Title 2 of the Communications Act, giving the government control over pricing and access. The FCC has been trying to impose "net neutrality", and has been running into difficulties with the courts. Most recently, the DC Court of Appeals has limited the FCCs power to tell broadband providers how to manage their networks. The FCC will not give up without a fight, and will make a major play to regulate internet pricing and access.

As tecnology continues to improve the capasity to run pirate internets will increase.  Some will be truly clandestine and other will dare the goverment to come play chase me chase me. 
 
In a more positive vain the US Postal Service should remember that it's purpuse is not to shuffle paper but to unite the intelecual and emmotional lives of the country acrost distance.  It should open internet cafes in the most unwired populated areas and charge nomminal prices.  Think of Federal public librarys with out the paper.  This action broadens access and lowers avarage cost with out giving the Goverment an excuse to micromanage every attempt at citezen corespondance.
