American style is impersonal, wheras a constitutional monarch provides a sentimental framework to build the state around. The American system is more purely rational but we are humans not vulcans. However even a constitutional monarch has to be a good one. If the first King of the newly-delivered-from-communism Kingdom of Ruitania is a reincarnation of Charles II of England the Kingdom is in trouble; If it is a reincarnation of George VI on the other hand, there is hope. Also some past "nation-builders" have arbitraily placed the crown on the head of someone from a family with no loal traditions. It is an interesting thought, but i'm not sure I have evidence to prove it. Has it ever been tried?

I may not be Romanov but I am Roman - if that is close enough for the Russians I will give myself to the people and take on the duty of being the Tsar of Russia. ;)

I think that more Beurocracy is the last thing that Russia needs.
